Prior to starting his career in Oklahoma lobbying and government relations consulting, Mr. Guinn served as Leadership Adviser to the Oklahoma State Senate Republican Leader. He also spent six years working on the staff of former Oklahoma Governor Frank Keating in Constituent Affairs, Gubernatorial Appointments to agencies, boards and commissions, and finished his work in the Governor's office as the Legislative Liaison to the Oklahoma State Senate. In both his roles in the Oklahoma State Senate and Oklahoma Governor's office, Mr. Guinn was involved in the developing strategy to craft legislative agendas as well as setting goals and objectives for the development and implementation of the annual Oklahoma state budget.  While managing agenda development and monitoring budget negotiations, Mr. Guinn's work lead to numerous administrative and legislative reforms and accomplishments.
