At FKG, we believe government affairs is a team effort.

Our combined strength is our extensive knowledge of state government and our ability to formulate strategies necessary for positive results. We believe strongly that our clients are the experts on the substance of the issue and we are the experts on the process.

FKG’s areas of special emphasis include:

APPROPRIATIONS

Appropriation issues require a different skill set than substantive legislative issues. FKG has a proven record of obtaining appropriations for private sector clients that contract with the state and government agencies.

BUSINESS REFORM MEASURES

FKG represents numerous businesses who are interested in the long-term strength and viability of Oklahoma’s economy through business reform issues such as Workers’ Compensation, Tort, and Tax Reform.

CORRECTIONAL FACILITIES AND ENFORCEMENT

FKG has worked on issues relating to the entire spectrum of Oklahoma’s correctional system including passage of bills involving privatization of state correctional facilities, halfway houses and juvenile facilities.  In addition, FKG was instrumental in the passage of electronic monitoring legislation such as the “Jessica Law”, a law that requires electronic monitoring of certain convicted individuals.

EDUCATION

FKG has worked on a wide range of education issues including the weighted student funding formula, teacher testing, staff development programs and long-term capital funding programs.

ENERGY

FKG is at the forefront of energy related issues including electric generation, transmission and environmental issues.  The FKG team represents large public utilities and a state owned utility which is the only one of its kind in Oklahoma. We advanced passage of an aggressive deep drilling incentive measure for oil and gas exploration and researched innovative ideas to create economic growth and increase oil and gas reserves within the state.

FINANCE

FKG assisted in the development of various cash flow and capitol programs for Oklahoma cities, counties, school districts, higher education institutions and state agencies. In addition to funding and statutory and constitutional provisions that established state and local water plans through the Oklahoma Water Resources Board, FKG professionals were advocates for the passage of Oklahoma’s turnpike legislation and funding.

HEALTH CARE ISSUES

FKG has extensive experience in the health care arena. Our principals have been involved in virtually every health care statute and have been active in the majority of Oklahoma’s major health care policy issues such as Public Health Care, Managed Care, Health Insurance, Scope of Practice, Provider Network, Pharmaceutical and Medicaid program issues.

INSURANCE

FKG represents insurers both at the Legislature and the Department of Insurance with issues involving Workers’ Compensation, Homeowners, Private Passenger and Commercial Auto, Commercial Liability, Health Insurance, Managed Care, Life Insurance, Annuities, Long Term Care, Disability, Health Insurance for the Uninsured and High Risk Pool issues.

TAXES & TAX EXEMPTIONS

FKG has worked on various tax exemptions for corporate clients resulting in the successful passage of tax legislation for the telecommunications industry and tax code issues related to the insurance premium tax, Workers’ Compensation Second Injury Fund assessments, and Quality Job tax credits.

FKG has extensive knowledge of Oklahoma’s Quality Jobs program and has been involved in  “enterprise zone” issues for one of the state’s largest “enterprise zones.” Our knowledge of the State Tax Code and related tax issues, such as insurance premium tax, Workers’ Compensation Second Injury Fund assessments and Quality Jobs tax credits is well documented.

TELECOMMUNICATIONS

FKG represents prominent telecommunications’ companies and has been involved in the passage of several major reform measures related to alternative regulation of the telecommunications’ industry.  FKG’s involvement extends to wireless telecommunications, including issues such as implementation of wireless 911 services, fees and surcharges, and regulation of wireless service.
